It is unlocked by leveling-up a Legend to Level 5 for most Legends, other than the following:

• Bödvar, Diana, Ezio, Isaiah, Jaeyun, Jhala, Koji, Lin Fei, Loki, Mako, Queen Nai, Onyx, Orion, Teros, Tezca and Xull, who unlock it at Level 2
• Gnash, Mordex and Wu Shang, who unlock it at Level 12
